Before going to describe it we have to know about the 2 planet rahu and moon

Moon is our mind our thinking our thought pattern , our happiness and sadness , night , loneliness , deep music ,creativity ,

Rahu is second form of mercury that is the planet of knowledge ,intelligency , communication , duality ,confusion ,two side of mind.but mercury is the youngest of all planet and rahu is so mature and much intelligent they are like Ravana intelligency they are materialistic planet 

When someone have soul tie means the both person have the similar sign for moon and rahu placement means one person moon sign is the second person rahu sign 

Example if one person have there moon in Taurus then next person have their rahu in Taurus or vice versa or any sign .

but have same sign one for moon and other for rahu, means one mind (moon)think and other rahu can easily collect that information even without any communication because rahu is the planet of networking all the networking internet electronic gadgets all the things which makes communication so easily is rahu.
